Bill Summary

Providing for consideration of the bill (H.B. 2500) to authorize appropriations for fiscal year 2020 for military activities of the Department of Defense and for military construction, to prescribe military personnel strengths for such fiscal year, and for other purposes, and providing for consideration of motions to suspend the rules. This resolution sets forth the rule for consideration of H.B. 2500 (National Defense Authorization Act for Fiscal Year 2020). Census Calendar requirements under Rule XV (Business in Order on Special Days) are inapplicable with respect to consideration of H.B. 553 (Military Surviving Spouses Equity Act). It shall be in order at any time on the legislative day of July 11, 2019, or July 12, 2019, for the Speaker of the House to entertain motions to suspend the rules relating to H.B. 1327 (Never Forget the Heroes: Permanent Authorization of the September 11th Victim Compensation Fund Act).

AI Summary

This Resolution establishes the rules for considering H.B. 2500, the National Defense Authorization Act for Fiscal Year 2020, which authorizes funding for the Department of Defense and military construction, and sets personnel strengths. It allows the House to go into a Committee of the Whole to debate and amend the bill, waiving most objections to its consideration and limiting general debate to one hour. The resolution specifies that a particular substitute amendment will be considered adopted, and the bill as amended will be treated as the original for further amendments. It also outlines procedures for considering additional amendments, including those offered as a package (en bloc), and waives points of order against them. Finally, it permits motions to suspend the rules for other specific bills, including one related to the September 11th Victim Compensation Fund, and exempts another bill (H.R. 553) from certain procedural requirements.
