AI Summary

This bill, the Creating Opportunities through Defense Engineering Requirements (CODER) Act of 2019, aims to improve the Department of Defense's (DOD) software acquisition processes. It requires the DOD to establish two new acquisition pathways: one for rapid development and implementation of software applications to be used with commercially available hardware, and another for rapid development and insertion of software upgrades for DOD-specific hardware systems. The bill also mandates the DOD to establish software development and acquisition training and management programs to enable DOD personnel to earn certifications in these areas.
