This bill: Provides for supplemental appropriations for fiscal year 2019, including additional funding for the Committee for Public Counsel Services, certain district attorneys' offices, the Office of the State Comptroller, the Executive Office for Administration and Finance, the Executive Office of Education, the Executive Office of Public Safety and Security, and the Executive Office of Labor and Workforce Development. The bill also makes various changes to state laws related to child support and health care coverage for children, including requiring courts to order parents to provide health care coverage if it is available at reasonable cost and accessible to the child, unless the court finds it is not in the child's best interest or would create undue hardship. The bill requires the Child Support Enforcement Division to report on the implementation and effects of these changes. Additionally, the bill establishes a task force to study the existing legal and regulatory framework governing the preservation and storage of evidence, as well as the feasibility and cost of a statewide evidence storage facility. The bill also approves certain collective bargaining agreements for state employees.
