This bill provides supplemental appropriations and makes various other changes to certain existing laws: This bill provides $120 million in supplemental appropriations to support various state agencies and programs, including the Committee for Public Counsel Services, District Attorneys, the Secretary of the Commonwealth, the Commission on the Status of Women, the Commission on the Status of Grandparents Raising Grandchildren, the Department of Veterans' Services, various reserves, the Group Insurance Commission, the Department of Agricultural Resources, the Department of Conservation and Recreation, the Executive Office of Health and Human Services, the Massachusetts Rehabilitation Commission, the Department of Youth Services, the Department of Public Health, the Department of Mental Health, the Department of Children and Families, the Massachusetts Department of Transportation, the Department of Housing and Community Development, the Massachusetts Marketing Partnership, the Executive Office of Labor and Workforce Development, and the Executive Office of Education. The bill also establishes the Massachusetts Cultural and Performing Arts Mitigation Trust Fund, funded through 2% of the Gaming Revenue Fund, to support the Massachusetts cultural council's organizational support program and subsidize fees paid to touring shows or artists at not-for-profit and municipally-owned performing arts centers impacted by gaming facilities. The bill makes various other changes to existing laws related to early voting, the state primary election, nursing facility capital standard payments, and the allocation of funds from the RGGI Auction Trust Fund.
