This bill authorizes the city of Boston to appoint cadet firefighters to the Boston Fire Department. The cadet program allows the city to appoint citizens who are residents of Boston, between the ages of 18 and 25, and meet the physical qualifications to be a firefighter, as fire cadets for on-the-job training. The cadets will perform administrative duties and will be considered city employees for workers' compensation purposes, but will not be subject to civil service laws or entitled to retirement or pension benefits. Cadets who later pass the civil service exam and are appointed as firefighters can have their cadet service counted towards retirement. The bill also allows the city to appoint qualified cadet graduates to fill firefighter vacancies without going through the usual civil service certification process, subject to certain limitations.
