This bill creates a Boston Fire Department cadet program. The key provisions are: 1. The city of Boston can appoint Boston residents aged 18 to 25 as fire cadets for full-time on-the-job training. These appointments are not subject to civil service laws or rules, and cadets are not entitled to civil service benefits. 2. Fire cadets will perform administrative duties rather than firefighting duties, and will be considered city of Boston employees for workers' compensation purposes. They will not be eligible for retirement or pension benefits. 3. Cadets who pass the civil service exam and become full-time firefighters can have their cadet service counted as creditable service for retirement purposes. 4. Cadets who complete at least 2 years of service can be appointed to entry-level firefighter positions without going through the regular civil service certification process. 5. This program is limited to 33.33% of the total annual firefighter appointments, and the city must report on the demographics and activities of the cadet program annually. 6.
