This bill amends the New York Vehicle and Traffic Law to require that motor vehicles registered in the state with a gross vehicle weight of 10,000 pounds or less, manufactured or assembled after July 1, 2021, be equipped with a functioning system that can detect the presence of an occupant in a rear seat by identifying that a seatbelt is latched and the weight on the seat is over 20 pounds. This system must provide a warning after the vehicle's engine or motor is deactivated. The bill exempts motorcycles, commercial motor vehicles, and combinations of commercial motor vehicles and trailers from this requirement. The bill also includes a provision that it will be deemed repealed if any federal agency or court determines it would render New York out of compliance with federal law or regulations.
