The bill appropriates $250,000 from the General Fund to establish a reserve to meet expenses related to this dissolution, including ensuring continued health care coverage and benefits for retired employees of Hampshire County and their surviving spouses, whose employer contributions were paid or payable by the Hampshire Council of Governments. The bill also transfers the group insurance coverage for these retired employees and surviving spouses from the jurisdiction of the local government to the Group Insurance Commission, which will provide uninterrupted coverage to the extent authorized under state law.
