Bill Summary

Providing for consideration of the resolution (H. Res. 755) impeaching Donald John Trump, President of the United States, for high crimes and misdemeanors. This resolution sets forth the rule for consideration of H.Res. 755 (impeaching the President for high crimes and misdemeanors). The resolution (1) designates certain individuals to be admitted to the Hall of the House of Representatives, during consideration of H.Res. 755; (2) after adoption of H.Res. 755, makes it in order to consider in the House a resolution appointing and authorizing managers for the impeachment trial, if offered by the chair of the House Committee on the Judiciary; and (3) prohibits any other resolution incidental to impeachment relating to H.Res. 755 from being privileged during the remainder of the 116th Congress. The chair of the Committee on the Judiciary may insert in the Congressional Record, within five legislative days after its adoption, such materials as the chair may deem explanatory of (1) H.Res. 755, and (2) the resolution appointing and authorizing managers for the impeachment trial.

AI Summary

This Resolution establishes the rules for considering House Resolution 755, which impeaches Donald John Trump, President of the United States, for "high crimes and misdemeanors" (serious offenses against the law or the Constitution). It dictates that the House will immediately proceed to debate and vote on the impeachment resolution, with a set amount of time for discussion equally divided between the majority and minority parties on the House Committee on the Judiciary, and the vote will be divided between the two articles of impeachment. The resolution also specifies who can be present in the House chamber during this debate, limiting access to Members of Congress, the President and Vice President, and others designated by the Speaker. Following the adoption of the impeachment resolution, it allows for the immediate consideration of a resolution to appoint and authorize managers, who are essentially prosecutors, to present the impeachment case in a Senate trial, again controlled by the chair of the Judiciary Committee. Finally, it prevents any other impeachment-related resolutions from being considered privileged during the remainder of that Congress and permits the chair of the Judiciary Committee to include explanatory materials in the Congressional Record about both the impeachment resolution and the resolution appointing trial managers.
