This bill makes the following key changes: 1. Requires that a resolution to levy a discretionary sales tax for school capital outlay include a statement that the revenues must be shared with charter schools based on their proportionate share of total school district enrollment. 2. Defines the term "early college program" and makes changes to the requirements for such programs, including prioritizing core general education courses and requiring a student performance contract. 3. Provides additional full-time equivalent (FTE) student membership funding for students who complete general education core courses or associate degrees through dual enrollment, as well as for students who earn a College Board Advanced Placement Capstone Diploma. 4. Expands the requirements for school district mental health assistance plans, including the addition of policies and procedures for responding to student suicide ideation, establishing crisis response teams, and using new funding for additional school-based mental health providers. 5. Allows students with disabilities who meet standard diploma requirements to defer receipt of the diploma to participate in accelerated college credit, industry certification, early college, or structured work-study programs.
