This bill establishes and implements a Food and Health Pilot Program within the Executive Office of Health & Human Services (EOHHS) to demonstrate the impact of medically tailored nutrition services on health outcomes and cost-effectiveness for MassHealth enrollees diagnosed with diet-related health conditions. The pilot will include three types of nutrition services: medically tailored meals, medically tailored food, and nutritious food subsidies. The program will be designed and implemented in consultation with a Food and Health Pilot Research Commission, which will include representatives from various state agencies, academic researchers, community organizations, MassHealth members, and health care providers. The pilot will evaluate its impact on total health care costs, emergency department utilization, hospital admissions and readmissions, pharmacy costs, and clinical outcomes. EOHHS will seek federal approvals and claim federal financial participation to the extent permitted by law.
