This Concurrent Resolution proposes an amendment to the New Jersey Constitution that would allow the state legislature to require that parents or legal guardians be notified before their unemancipated minor or incompetent child undergoes any medical or surgical procedure or treatment related to pregnancy, regardless of any other rights or interests provided in the Constitution. "Unemancipated minor" refers to a child who is not legally independent of their parents. This proposed amendment, if approved by the legislature and then by voters in a general election, would grant the legislature the power to establish such parental notification requirements.
