Bill Summary

This bill provides earned time credits to reduce the parole eligibility date for inmates who participate in substance abuse treatment programs. Under current law, an inmate may receive certain credits that reduce the inmate's parole eligibility date if he or she has not been sentenced to a mandatory minimum term of imprisonment. In addition to other credits, an inmate may receive commutation credits, also known as good time credits, which are determined based on a statutory schedule. This bill provides that in addition to any other credits that an inmate may receive, the commissioner is to award an inmate 1.5 times the number of commutation or good time credits that an inmate is entitled to receive under current law during the period of time that an inmate is participating in a full-time substance abuse treatment program.

AI Summary

This bill, the "New Jersey Insurance Fair Conduct Act," allows first-party claimants who are injured in motor vehicle accidents to file civil actions against their automobile insurers for unreasonable delays or denials of claims or violations of the state's Unfair Claim Settlement Practices Act. The bill specifies that claimants do not need to prove that the insurer's actions were part of a general business practice. The bill also prohibits insurers from passing on any rate increases to consumers as a result of complying with the law or from disseminating inaccurate or misleading information about it. If a violation is established, the plaintiff is entitled to actual damages, prejudgment interest, reasonable attorney's fees and litigation expenses, and treble damages.
