This bill modifies the financial assurance requirements for nonferrous mining operations in Minnesota. The key provisions include: (1) requiring the commissioner to ensure that there is sufficient financial assurance to cover the costs of reclamation activities, corrective actions for noncompliance, and responding to catastrophic mining events or failures; (2) requiring the commissioner of management and budget to certify that the financial assurance is adequate and executable; and (3) allowing the commissioner of management and budget to have the financial assurance reviewed by an outside entity with expertise. The changes are effective immediately upon enactment.
