This bill amends Minnesota Statutes to modify the financial assurance requirements for nonferrous mining operations. Specifically, it requires the commissioner to ensure that the operator has sufficient funds to cover the costs of reclamation activities, corrective actions for permit noncompliance, and responding to catastrophic mining events or failures that could impact public lands, facilities, services, private property, treaty rights, and the environment. The bill also requires the commissioner of management and budget to certify that the financial assurance is adequate and executable as part of the commissioner's annual review process.
