This bill, the Workforce Investment Disclosure Act, requires issuers of securities to disclose information about their human capital management policies, practices, and performance in their annual reports. The bill mandates the disclosure of workforce data such as the number of full-time, part-time, and contingent employees; turnover and retention rates; racial and gender composition; skills and training; workplace culture and empowerment; health and safety; compensation and incentives; and recruiting and hiring. The Securities and Exchange Commission (SEC) is directed to issue rules within 270 days to implement these disclosure requirements. The bill also includes a backstop provision that allows issuers to comply with the disclosure requirements by following the International Organization for Standardization's ISO 30414 standard if the SEC has not issued the required rules within 2 years. Additionally, the bill requires the SEC to conduct a study on the value to investors of information related to issuers' human rights commitments, labor law violations, workforce subgroup data, and employee satisfaction and engagement.
