AI Summary

This Resolution sets the rules for considering a bill, H.R. 1140, which aims to improve the security operations and workforce stability of the Transportation Security Administration (TSA) by applying the standard federal personnel system, outlined in Title 5 of the United States Code, to TSA employees who screen passengers and property. The Resolution allows the Speaker of the House to bring H.R. 1140 to the floor for debate and amendment, waiving certain procedural rules that would normally apply, such as points of order against its consideration and specific amendment procedures, to ensure a streamlined process for its review and potential passage. Additionally, it permits the House to consider motions to suspend the rules for supplemental appropriations for fiscal year 2020 and waives a requirement for a two-thirds vote to consider certain reports from the Rules Committee on the same day they are presented.
