This bill prohibits insurers and health maintenance organizations (HMOs) from including certain requirements in their insurance contracts with healthcare providers. Specifically, it prohibits contracts that require insurers to include all members of a provider group in their network, place all members of a provider group in the same network tier, include all members of a provider group in all products offered, prohibit the use of benefit designs to encourage members to seek services from higher-value providers, contain a most-favored-nation provision, or limit the ability to disclose fees or allowed amounts. Any existing contracts with these prohibited provisions will be null and void after January 1, 2021, though the remaining clauses of the contract will remain in effect.
