This Joint Resolution designates May 27th of each year as "Richard Rescorla Day" in New Jersey to honor the life and service of Richard Rescorla, a highly decorated Vietnam veteran and a resident of New Jersey. The resolution highlights Rescorla's bravery during the Battle of Ia Drang in Vietnam, where he was recognized for his exceptional leadership, and his heroic actions on September 11, 2001. On that tragic day, as Vice President of Security for Morgan Stanley at the World Trade Center, Rescorla disregarded official instructions to stay put and instead led the evacuation of his company's 2,700 employees from the South Tower, saving all but six lives before returning to the building to ensure everyone had escaped, ultimately perishing when the tower collapsed. The resolution also acknowledges the numerous posthumous honors and memorials dedicated to Rescorla, emphasizing his selfless sacrifice and commitment to service. The Governor is requested to issue a proclamation each year to encourage public observance of this day with appropriate activities.
