This Joint Resolution designates May 27th of each year as "Richard Rescorla Day" to honor the life and service of Richard Rescorla, a decorated Vietnam veteran and a resident of New Jersey who tragically died on September 11, 2001. The resolution highlights Rescorla's bravery as a U.S. Army officer, including his leadership during the Battle of Ia Drang, where he earned multiple commendations, and his heroic actions as Vice President of Security for Morgan Stanley at the World Trade Center. On 9/11, Rescorla defied official instructions to evacuate the building and, using a bullhorn and singing songs, successfully led nearly all of his company's 2,700 employees to safety from the South Tower before returning to the building to ensure everyone had escaped, ultimately perishing when the tower collapsed. The resolution also notes the numerous posthumous honors and memorials dedicated to him, emphasizing his selfless sacrifice and commitment to service.
