AI Summary

This bill authorizes the Department of Housing and Urban Development (HUD) to provide emergency rental assistance vouchers to public housing agencies (PHAs) to administer to eligible low-income families. PHAs must give preference to families that are homeless, at risk of homelessness, or fleeing domestic violence. The bill provides $10 billion in funding for 200,000 incremental emergency housing vouchers, renewals, and administrative fees. The Secretary of HUD will allocate the funding based on PHAs' ability to promptly use the vouchers and the need for emergency housing in the local area. The bill also allows the Secretary to waive certain requirements and reallocate unused vouchers to other PHAs.
