This bill establishes two new grant programs in the Department of Homeland Security: 1. The Public Health Emergency Information Technology Grant Program, which provides grants to states for emergency information technology expenses during the COVID-19 public health emergency. This program authorizes $1 billion in funding. 2. The Modernizing IT Grant Program, which provides grants to states to modernize their information technology systems to securely enable digital government services. This program authorizes $25 billion in funding. The bill also establishes a State and Local Cybersecurity Grant Program to help state, local, tribal, and territorial governments address cybersecurity risks and threats. This program is authorized to receive $400 million per year from fiscal years 2021 through 2025 and such sums as necessary in subsequent fiscal years. Additionally, the bill directs the Department of Homeland Security to develop a Homeland Security Strategy to Improve the Cybersecurity of State, Local, Tribal, and Territorial Governments, which will provide recommendations to support and promote the ability of these governments to address cybersecurity risks and threats.
