This bill proposes to expand eligibility for Medicaid in Texas to all persons for whom federal matching funds are available under the federal Patient Protection and Affordable Care Act (ACA). It requires the Texas Health and Human Services Commission to provide medical assistance to all who apply and for whom federal funds are available under the ACA. The bill also requires an annual report on the effects of the expanded eligibility, including on the number of uninsured individuals, state and local health care costs, and charity/uncompensated care costs for hospitals. The bill's provisions would only take effect if a proposed constitutional amendment requiring Medicaid expansion is approved by Texas voters.
