This bill amends the Code of Laws of South Carolina to require a National Instant Criminal Background Check before any sale, exchange, or transfer of a firearm in the state, except for transactions conducted by licensed importers, manufacturers, or dealers, or between members of an immediate family. It also requires these background checks at gun shows and allows dealers to charge a fee of up to $25 per transaction. The bill also exempts the records of these transactions from being considered public records under the Freedom of Information Act and provides a penalty for violating the law.
