Bill Summary

AN ACT to amend the election law, in relation to pre-clearance of voting-related regulations and policies

AI Summary

This bill amends the New York Election Law to establish a pre-clearance requirement for certain voting-related regulations, procedures, and policies. Specifically, any changes made by the state or local boards of elections that affect counties with a population of at least 10% protected class members, counties previously subject to a court order or government enforcement action for discriminatory voting practices, or counties previously subject to pre-clearance under the Voting Rights Act must be submitted to the state Attorney General for approval. The Attorney General will review the changes based on criteria to ensure they do not deny or abridge the right to vote on account of race, color, or language minority status. The bill aims to protect the voting rights of citizens in these targeted areas.
