This bill amends the New York election law to establish a pre-clearance requirement for certain voting-related regulations, procedures, and policies enacted or administered after the effective date of the law. The pre-clearance requirement applies to counties with a population comprising at least 10% of a "protected class" (defined as a race, color, or language minority group) over the preceding decade, counties that have been subject to a court order or government enforcement action related to discriminatory voting practices in the past 10 years, and counties previously subject to pre-clearance under the federal Voting Rights Act. The bill requires the state or local board of elections to submit such changes to the state Attorney General for approval before implementation.
