Bill Summary
AN ACT to amend the correction law, in relation to requiring structured out-of-cell programming for adolescents in segregated disciplinary confinement
AI Summary
This bill amends the Correction Law to require structured out-of-cell programming for at least 4 hours per day for inmates under the age of 21 who are in segregated disciplinary confinement. The bill also prohibits these inmates from being placed in punitive isolation, denied phone calls or visits, or put on a restrictive diet as punishment. Additionally, these inmates may only be housed in adult special housing units in exceptional circumstances that create an unacceptable risk, and such placements cannot exceed 15 days. The bill aims to provide more structured activities and programming for adolescent inmates in segregated disciplinary confinement.
