AN ACT to amend the correction law, in relation to requiring structured out-of-cell programming for adolescents in segregated disciplinary confinement

This bill amends the Correction Law to require that inmates under the age of 21 who are in segregated disciplinary confinement be offered at least four hours per day of structured out-of-cell programming, in addition to exercise. The bill also prohibits punitive isolation, denial of telephone calls or visits, or placement on a restrictive diet as a sanction for misbehavior for these inmates. Furthermore, the bill states that these inmates may not be housed in an adult special housing unit unless there are exceptional circumstances that would create an unacceptable risk to the safety and security of other inmates or staff, and any such placement in an adult unit shall not exceed 15 days.
