This bill amends New York's election law to add a new Article 18 that requires entities formed for the purpose of accepting donations and making expenditures for a candidate's transition or inauguration into office to file statements with the Board of Elections detailing their receipts, contributions, transfers, and expenditures. The statements must include the dollar amount and source of each receipt, contribution, or transfer, as well as the date and purpose of each expenditure. Entities must also report the disposition of any remaining funds after all liabilities are paid. The bill imposes civil and criminal penalties for failure to file the required statements or for other violations of the new provisions.
