This bill removes provisions that prohibit cities with a population of one million or more from strengthening rent regulation laws to provide more comprehensive coverage than state laws. Specifically, it amends the Local Emergency Housing Rent Control Act to allow these larger cities to adopt and amend local laws or ordinances to regulate and control residential rents, including setting maximum rents, classifying housing accommodations, regulating evictions, and enforcing such local laws. The amendments made by this bill will remain in effect as long as the public emergency requiring rent regulation continues.
