This bill amends the vehicle and traffic law to allow law enforcement to seize and impound vehicles that are used in illegal races, exhibitions, or contests of speed. The seized vehicle can only be released if the registered owner or other authorized person provides proof of registration, insurance, and a valid driver's license, and pays the reasonable costs of removal and storage. The local authority must notify the owner and any lienholder if the vehicle is not retrieved within 30 days, at which point the vehicle can be forfeited to the local authority.
