This bill amends the vehicle and traffic law to allow law enforcement officers to seize and impound vehicles used in illegal races, exhibitions, or contests of speed. The impounded vehicle cannot be released unless the registered owner or other authorized person provides proof of registration, financial security, and a valid driver's license, and either pays the removal and storage costs or obtains a court order for release. If the vehicle is not retrieved within 30 days, the local authority can initiate a forfeiture proceeding to take ownership of the vehicle.
