This bill establishes the Bottle Redemption Fraud Task Force to conduct a comprehensive study on the fraud, enforcement, and reporting requirements related to the New York State Returnable Container Act. The task force will consist of 15 members appointed by various state officials and organizations, and will examine laws and regulations, the fiscal impact of fraudulent bottle redemptions, current enforcement efforts, inter-state bottle redemption fraud, and recommend legislative, regulatory, and enforcement solutions to address the issue. The task force is authorized to audit any reverse vending machine and must submit a report with its findings and recommendations to the Governor, Senate, and Assembly within one year of the bill's effective date. The bill will expire 24 months after it becomes law.
