This bill amends Title 15 (Corporations and Unincorporated Associations) of the Pennsylvania Consolidated Statutes to establish eligibility requirements for domestic and foreign nonprofit corporations with 200 or more employees in the Commonwealth to receive state contracts, funding, or grants. The key provisions are: (1) a corporation cannot have violated the Fair Labor Standards Act or been found guilty of an unfair labor practice in Pennsylvania within the previous five years; and (2) the corporation's bylaws must provide that at least 20% of the governing board members are current employees elected by the employees. The bill also specifies that these requirements do not apply to Medicaid reimbursements or to conditions that occurred prior to the effective date of the act.
