This bill aims to make permanent certain telehealth flexibilities established in response to the COVID-19 pandemic. It does this by: 1) exempting high-deductible health plans from restrictions on covering telehealth services before the deductible is met, 2) giving the Secretary of Health and Human Services broader waiver authority to remove barriers to Medicare telehealth coverage, 3) enhancing Medicare telehealth services for Federally Qualified Health Centers and Rural Health Clinics, 4) waiving requirements for face-to-face visits between home dialysis patients and physicians, and 5) allowing the use of telehealth to conduct face-to-face encounters prior to recertifying eligibility for hospice care. The bill also directs the Comptroller General to report on the successes and limitations of implementing these telehealth provisions.
