This bill amends the existing law (RCW 36.70A.697) to allow for the regulation of accessory dwelling units (ADUs) located outside of urban growth areas. Specifically, it permits local jurisdictions to: 1. Exclude detached ADUs from the calculation of housing density in rural areas, provided they meet certain size and location requirements to preserve rural character. 2. Require metering and reporting of water usage for ADUs located outside urban growth areas to support land use, growth management, and environmental planning. 3. Restrict ADUs or the associated primary residence from being used for short-term rentals to increase the supply of affordable housing. 4. Impose additional requirements for ADUs beyond the provisions of this act. The bill also clarifies that it does not apply to detached ADUs already in existence prior to the effective date of the legislation.
