This bill amends the Social Services Law in relation to conciliation and non-compliance with public assistance employment requirements. The key provisions are: 1. It repeals Section 341 of the Social Services Law and amends Section 341-a (now Section 341) to establish a "re-engagement process" where participants who fail to comply with employment requirements can avoid a pro-rata reduction in benefits by agreeing to comply, claiming an exemption, or resolving the issue through a conciliation conference. 2. It repeals Section 342 of the Social Services Law and amends Section 342-a (now Section 342) to provide that individuals who fail to comply with employment requirements without good cause can be made ineligible for public assistance, with certain exceptions for those unable to obtain childcare. 3. It amends Section 332-b to provide that recipients have the right to request a fair hearing within 10 days of being notified of a disability determination, and cannot be assigned to work activities pending the hearing unless they agree to a limited assignment.
