This bill directs the Secretary of State to designate certain zip codes in Brooklyn, New York as "cease and desist zones" within 90 days of the bill's effective date. In these zones, real estate brokers, salespersons, and others in the real estate business would be prohibited from soliciting homeowners to sell their property, in order to curb aggressive real estate solicitation practices that have become a problem in rapidly gentrifying neighborhoods. The bill establishes a process for the Secretary of State to hold a public hearing and investigation to designate these zones, which can remain in effect for up to five years. If the Secretary does not establish the zones within one year, they must submit a report detailing their findings.
