This bill directs the House Committee on Rules to conduct an investigation and study of the existing House standing and emergency rules to ensure efficiency and transparency in the legislative process and in the administration of the House of Representatives. The study will include an assessment of the legislative and administrative procedures of the House, including rules, policies, and procedures related to the scheduling and consideration of legislation, as well as the conduct of advocates, lobbyists, and unregistered advocates. The committee may confer with House committees, members, staff, and others with expertise to identify best practices for the House to implement. The committee is required to file a report with the results of its investigation and study, including recommendations for amendments to any current rule, policy, or procedure of the House, by July 1, 2021.
