This bill opposes violations of religious freedom in Ukraine by Russia and armed groups commanded or supported by Russia. It establishes as U.S. policy to never recognize Russia's illegal annexation of Crimea or Russia's separation of any portion of Ukrainian territory through military force or recognition of independence. The bill also considers any Russian government official responsible for or directly carrying out severe violations of religious freedom in Ukrainian territory illegally occupied, controlled, or recognized by Russia as having committed particularly severe violations of religious freedom for purposes of applying immigration law. Additionally, the bill requires the President to consider any such violations in Ukraine when determining whether to designate Russia as a "country of particular concern" for religious freedom under existing law.
