This bill opposes violations of religious freedom in Ukraine by Russia and armed groups commanded by Russia. It makes several findings, including that Russia has illegally occupied and controlled parts of Ukraine and is responsible for violations of religious freedom in the occupied territories. The bill requires the President to consider any severe violations of religious freedom in Ukrainian territory occupied by Russia as a basis to designate Russia as a "country of particular concern" for religious freedom under U.S. law. It also states that any Russian government official responsible for or directly involved in such violations should be considered to have committed "particularly severe violations of religious freedom" for purposes of immigration law.
