This bill amends sections of the Education Code related to community colleges and part-time, temporary faculty. The key provisions are: 1) It requires community colleges, as a condition of receiving Student Equity and Achievement Program funding, to negotiate in good faith with the exclusive representatives for part-time, temporary faculty on the terms of reemployment preference for their assignments and the regular evaluation process. The negotiated reemployment preference must be based on minimum standards not exceeding 80-85% of a full-time equivalent load, and the community college district cannot restrict the negotiated terms to less than that range unless explicitly agreed upon by the individual part-time faculty member and the district. 2) It changes the maximum percentage of hours per week that a part-time, temporary employee can teach without becoming a contract employee from 67% to 85% of the hours of a full-time employee with comparable duties.
