This Resolution formally requests the Department of Land and Natural Resources' Commission on Water Resource Management to conduct a comprehensive study on the availability of both potable (drinkable) and non-potable (reusable, not for drinking) water resources across Maui County. The primary goal of this study is to assess whether there is sufficient water capacity to support the development of more affordable housing, a critical need given the state's housing crisis and the significant shortfall in meeting housing demands, particularly for low to moderate-income households. The study will examine natural and artificial water sources, existing water infrastructure, current water volumes, and projected future water usage, with a particular focus on accommodating new residential development. The Commission is also urged to consult with the community and relevant entities and is required to submit a report of its findings and recommendations, including any potential legislative proposals, to the State Legislature by early 2023. This initiative is prompted by concerns about water shortages, as evidenced by past water shortage declarations and drought conditions that have impacted Maui County.
