This Concurrent Resolution requests the Department of Business, Economic Development, and Tourism (DBEDT) to conduct a study on the economic impacts of domestic out-of-state students, meaning students from other U.S. states who are not international, on Hawaii's economy. The study should be similar in scope and form to a previous 2020 report that analyzed the economic contributions of international students, which found significant direct and indirect economic benefits, including substantial spending, tax revenue, household income, and job support. The DBEDT is specifically asked to examine the economic effects of all types of domestic out-of-state students, including those pursuing four-year degrees, two-year degrees, and short-term programs, and to submit a report of its findings and recommendations to the State Legislature by September 1, 2023.
