This bill, the 72-Hour Budget Review Act, sets forth time requirements for making certain appropriation or revenue legislation publicly available before passage. It requires a 72-hour public review period, excluding weekends and holidays, before a hearing or vote can be held on an appropriation or revenue bill. The bill also requires amendments and "striking amendments" (which completely replace the original bill) to be made publicly available 24 and 48 hours, respectively, before a vote. The time limitations may be waived by a two-thirds vote of the committee or legislative body considering the legislation, but this waiver must be publicly disclosed.
