This bill prohibits certain telephonic sales calls without the prior express written consent of the called party, removes provisions authorizing the use of certain automated telephone dialing systems, and provides a cause of action for aggrieved called parties. It also prohibits commercial telephone sellers or salespersons from using automated dialing or recorded messages to make certain commercial telephone solicitation phone calls, limits the number of such calls that can be made to a person within a 24-hour period, and imposes penalties for violating the law. The bill also reenacts several existing statutory exemptions to the regulation of commercial telephone solicitation.
