This bill, the Marketing and Outreach Restoration to Empower Health Education Act of 2021 (MORE Health Education Act), amends the Patient Protection and Affordable Care Act (ACA) to provide for federal exchange outreach and educational activities. Specifically, it requires the Secretary of Health and Human Services to carry out outreach and educational activities to inform potential enrollees in qualified health plans offered through the federal exchange about the availability of coverage and financial assistance. These activities must be culturally and linguistically appropriate to serve diverse populations, including racial and sexual minorities, limited English proficient individuals, and young adults. The bill also prohibits the use of the appropriated funds for promoting non-ACA compliant health insurance coverage, such as association health plans and short-term limited duration insurance. The bill appropriates $100 million annually from fiscal year 2022 and onwards to implement these outreach and educational activities.
