This bill creates the Class A misdemeanor offense of "illegal transfer of a firearm to a prohibited possessor." This offense is committed when a person intentionally transfers a firearm to someone they know or should know is prohibited from purchasing or possessing a firearm under state or federal law. The bill provides an exception if the person receiving the firearm is prohibited solely due to their age, and the transfer is for the purpose of firearms instruction, hunting, or sport shooting under the transferor's supervision. The bill takes effect on July 1, 2021 and applies to transfers of firearms made on or after that date.
