This bill creates a new Class A misdemeanor offense of "illegal transfer of a firearm to a prohibited possessor." This offense is committed when a person intentionally transfers a firearm to another person, knowing or reasonably believing that the recipient is prohibited from purchasing or possessing a firearm under state or federal law. However, the bill provides an exception if the transfer is only for the actual period of time the firearm is used or possessed under the transferor's supervision for purposes of firearms instruction, hunting, or sport shooting. The bill takes effect on July 1, 2021 and applies to transfers of firearms made on or after that date.
