This Concurrent Resolution formally requests the State Auditor to conduct a performance audit, which is an in-depth review of how effectively and efficiently a government program or agency is operating. The audit will specifically examine the Hawaii Information Portal, a state payroll system modernization project that replaced an outdated paper-based system and was completed in 2019. The resolution also directs the Auditor to assess the procedures used by the Department of Health and the Hawaii State Hospital in relation to this portal, especially given reports of complications and substantiated complaints. The Auditor is required to submit a report of their findings, including recommendations, to the Legislature before the start of the 2023 legislative session.
